Environmental, Health & Safety Deleading Compliance Programs

Regulatory agencies like the Occupational Health and Safety Administration (OSHA) and the Environmental Protection Agency (EPA) as well as industry associations such as SSPC:The Society for Protective Coatings (SSPC) require that contractors maintain up-to-date programs that detail their approach to environmental, health and safety compliance on a jobsite. Under the direction of a Certified Industrial Hygienist, KTA assists contractors by preparing a Corporate Deleading Compliance Program (CDCP) addressing worker protection from lead, environmental compliance and hazardous waste management. The program contains three separate plans that establish policies in each of these areas.

The Worker Protection Plan is developed in conformance with the OSHA Construction Industry Lead Standard (29 CFR 1926.62) and includes medical surveillance and respiratory protection programs for lead exposure projects. This Plan also facilitates site-specific details regarding lead protection such as a description of each activity in which lead is emitted, a description of the specific means used to control employee exposure to lead, and a detailed schedule for implementing the program.

The Environmental Compliance Plan includes criterion for establishing the need for PM-10 and/or TSP-lead high volume ambient air monitoring, duration of monitoring and sample locations, quality assurance criteria for ambient air monitoring, and criterion for establishing site-specific soil, water and sediment sampling protocols.

The Waste Management Plan includes sampling plans for collection/testing of debris, guidance on the selection of treatment and disposal options, and a contingency plan governing the accidental release of lead contaminated debris.

The combined Corporate Deleading Compliance Plan is appended with forms and checklists necessary to facilitate ease of implementation at individual project sites and to allow for tailoring to meet individual state requirements.
