Worker Safety and Health Program
KTA can prepare a Corporate Safety and Health Program,
under the direction of a Certified Industrial Hygienist. Specifically,
the program contains specific policies, rules and guidance relative to
each of the general areas:
- General Safety and Health Provision
- Personal Protective Equipment (including respiratory
protection)
- Fire Protection/Prevention, Use of Flammable/Combustible
Materials
- Scaffolding and Ladders
- Confined Space
- Cranes and Suspended Work Platforms
- Occupational Health and Environmental Controls

- Painting/Paint Removal Equipment

Deleading Compliance Program
KTA can prepare a Corporate Deleading Compliance
Program, under the direction of a Certified Industrial Hygienist, addressing
the protection of workers, management of releases of lead to air, soils
and waters, and management of waste products and debris. The program will
establish policies governing each of the following general areas:
Worker Protection
KTA can provide your company with a Corporate Worker
Lead Protection Program in compliance with 29 CFR 1926.26, OSHA Construction
Industry Lead Standard. This program includes a Medical Surveillance Program
and a Respiratory Protection Program for lead exposure projects. The program
is easily tailored using fill-in-the-blank forms to be project specific
(as required by OSHA) and to include the following information at a minimum:
- A description of each activity in which lead
is emitted including the equipment and materials involved, controls
in place, crew size, employee job responsibilities, operating procedures,
and maintenance practices.
- A description of the specific means used to
control employee exposure to lead. When engineering controls are required,
the engineering plans and studies that were used to determine the methods
selected must be included. If mechanical ventilation is used to control
lead exposure, the employer must evaluate its performance to maintain
its effectiveness.
- A report of the technology considered in meeting
the PEL.
- Air monitoring data which documents the source
of lead emissions.
- Detailing schedule for implementing the program.
- A work practice program which includes the protective
work clothing and equipment to be used, housekeeping practices, and
hygiene facilities and practices as well as other relevant work practices.
- An administrative control (job rotation) schedule,
if appropriate, including the name and identification number of each
affected employee, the duration and exposure levels at each job where
the employee is located, and any other information which may be useful
in assessing the reliability of the administrative controls for reducing
employee exposure to lead.
- A description of arrangements made among contractors
on multi-contractor sites with respect to informing other affected employees
of potential lead exposures, as well as the arrangements made for the
respective responsibilities of the prime and/or subcontractor(s) for
assuring full project compliance with the lead standard.
Environmental
Compliance
- Criterion for establishing the need for PM-10
and/or TSP-lead monitoring, duration of monitoring and site sampling
location.
- Procedures for instrument monitoring of ambient
air and for visual assessment of emissions.
- Quality assurance criteria for ambient air monitoring
program.
- Criterion for establishment of site-specific
soil sampling protocols, sampling techniques, laboratory selection and
analytical methods, and site clearance reporting.
Waste Management
- Sampling plans for collection and testing of
debris.
- Criteria for laboratory selection, analytical
methods, sample identification and chain-of-custody requirements.
- Site storage and handling procedures, as well
as labeling requirements.
- General guidance on the selection of treatment
and disposal options.
- A preparedness, prevention and contingency plan
(PPCP) or Emergency Response Plan (ERP) governing the accidental release
of lead contaminated debris.
The Corporate Deleading Compliance Program is based
upon existing Federal regulations. It is appended with necessary forms,
documents, checklists and other materials necessary to facilitate ease
of implementation at individual project sites and to allow for tailoring
to meet individual state and/or specific requirements.

OSHA
General Industry Safety & Health Program
Many facility owners of petrochemical refineries are now requiring contractors
to maintain and implement a safety and health program that meets the criteria
of 29 CFR 1910, General Industry Standard. 29 CFR 1910 focuses on work
performed in industrial facilities.
If you wish to work in refineries participating in this new initiative,
our current Safety and Health Program (tailored to 29 CFR 1926) MAY NOT
PASS THE AUDIT REQUIREMENTS.
What is different about these program requirements? The content of the
29 CFR 1910 program is substantially different, and in most cases, more
stringent than that required for construction projects. In this newly
emphasized program, facility owners may conduct site audits to ensure
compliance in the field. This occurs in addition to the normal program
submittals.
KTAs Environmental, Health & Safety Group will assist you in
preparing for this new requirement. KTAs help includes program development,
site-specific requirement modifications, and monitoring services. KTA
has completely re-written many of the chapters in its safety and health
program to meet the General Industry Standard. This newly offered program
also includes three added areas of concern:

Quality
Control Program
In order to assist contractors in meeting the PCCP
requirements, KTA can prepare corporate programs addressing the updated
requirements of QP-1. First, contractors must demonstrate management capabilities.
Therefore, the program will contain the specific policies and forms related
to certification program requirements, including:
- Mission Statement
- Organizational Policies
- Personnel Policies and Procedures to Operate
Effectively
- Transmittal forms to verify dissemination of
the policies on the company mission statement and Quality Control Program
- Template documents describing the company's
organizational structure, including sample job descriptions of key personnel
- Template forms demonstrating adequate procedures
for keeping financial records and for estimating, scheduling, and accounting
for costs of work conducted
- Sample procedures for reviewing job specifications
and bid documentation
Contractors must also demonstrate the technical
capability to properly conduct industrial coating work. To assist in this
effort, KTA will provide:
- A model program which, when implemented, will
enable you to demonstrate the qualification of applicators and supervisory
personnel.
- A model program which, when implemented, will
demonstrate that training programs for workers are available and utilized.
- A listing of current technical standards which
should form a part of your technical library.
- Application forms for membership in various
industry organizations.
- A model document system for receiving, reviewing,
and disseminating job specifications and specification revisions.
- Model statements which, when implemented, will
enable you to demonstrate knowledge about equipment, equipment maintenance,
and coating materials.
- Forms to adequately document current and recently
completed work on industrial maintenance painting of complex structures.
Contractors must also demonstrate successful implementation
of a program to control the quality of painting work. To assist in this
effort, KTA will provide templates or forms to demonstrate, document and
