Jamie Hilton is the Vice President of KTA’s Steel Group where he has been employed for over 5 years. In this capacity, he is responsible for the overall management of the Group which includes steel inspection, concrete inspection, and non-destructive testing. Jamie is an AWS Certified Welding Inspector Level II trained in MT and PT and has 30 years of experience in the steel fabrication industry. He is experienced in a wide variety of steel fabrication activities from shop product to project management. Prior to joining KTA, he worked for high-profile steel fabricators serving as a Senior Project Manager providing project leadership in the areas of estimating, contract review, subcontracting, planning, scheduling, quality assurance, shipping, and budget maintenance. Douglas J. Reardon – Steel Group Operations Manager

Doug Reardon is the Steel Group Operations Manager for KTA where he has been employed for over 25 years. In this position, Doug serves as a Senior Project Manager for structural steel fabrication projects for various transportation clients nationwide in addition to assisting the field inspection staff with technical report reviews, scheduling, and project updates/status reports. He is an AWS Certified Welding Inspector; NACE Certified Coatings Inspector Level 3 (Peer Review), a Level II inspector in accordance with ASTM D4537, and is an AWS Certified RT Film Interpreter. Prior to his current assignment, he was a KTA Project Management Specialist and for 13 years, provided construction supervision and paint/insulation services to Bayer Corporation at its New Martinsville, West Virginia plant. Cindy Rice is the Steel Group Business Development/Project Manager for KTA where she has been employed for 14 years. In this position, she is responsible for the management of several state departments of transportation, toll authorities, and private industry clients as well as developing and pursuing new business opportunities within the steel inspection industry. Prior to this assignment, Cindy served as a KTA marketing assistant responsible for identifying business opportunities in various markets and developing client prospects as well as investigating market pricing and assisting in proposal preparation. Cindy has successfully completed a variety of industry training seminars including Ultrasonic Testing Level II (40 hrs), Magnetic Particle Level II (24 hrs), AWS Certified Weld Inspector (80 hrs), KTA Steel Refresher, KTA Level I Coatings, and KTA Galvanizing Observation. Amy Zorn is a Steel & Concrete Group Project Manager for KTA where she is responsible for contract administration/project management of various steel and concrete inspection contracts. In this position, her responsibilities include the management of several state departments of transportation, toll authorities and private industry clients as well as developing and pursuing new business opportunities within the concrete and steel inspection industry. Amy has a variety of experience including design of roadway construction projects, disaster recovery and transmission tower assessments. John Fleek, P.E. – Steel Group Consultant
John Fleek has been a Consultant to the KTA Steel Group for over seven years providing technical support and weld engineering services on KTA’s fabrication inspection contracts with the Pennsylvania and Florida Departments of Transportation, and the West Virginia Division of Highways. John is a Registered Professional Engineer in West Virginia and Pennsylvania with over thirty years of experience in the transportation industry. He is also an AWS Certified Welding Inspector. Prior to joining KTA, he was employed by the Materials Testing Division of the West Virginia Department of Transportation where he was involved with the quality assurance and inspection of all fabricated structural steel highway materials. John holds B.S. degrees in Civil Engineering and Geology from West Virginia University and is a member of the American Welding Society.
J. Richard Hanlon – Steel Group Project Manager (West Virginia)
Dick Hanlon is a Steel Group Project Manager for KTA where he has been employed for over 10 years after having a career with the West Virginia Department of Transportation. In this capacity, he provides project management support for West Virginia sampling and inspection contracts involving steel and concrete fabrication. These have included a variety of bridges as well as the Capitol Dome Regilding Project. Dick is certified as a Precast/ Prestressed Concrete Institute Quality Control Technician/Inspector Level I and II. Past achievements include preparing a chapter on the painting of structures for the WVDOH Bridge Design Manual and developing special provisions for the repainting of the I-470 Bridge. Mr. Hanlon is a member of the Precast/Prestressed Concrete Institute and has served on AASHTO, SSPC, ASTM, and SCEF committees. Dick holds a B.S. degree in Chemistry from Wheeling Jesuit University and an M.S. in Environmental Studies from the West Virginia College of Graduate Studies.
George (Ed) Moore – Steel Group Chief Inspector (Florida)
Ed Moore is a Chief Inspector/Supervisor for KTA Steel Group projects in Florida and the surrounding states. In this position, he is responsible for the direction of up to 15 CWI inspectors, coatings inspectors, and NDT technicians for various shop locations in Alabama, Illinois, Florida, Pennsylvania, and North Carolina. An employee of KTA for over 6 years, Ed is an AWS Certified Welding Inspector, a NACE Certified Coatings Inspector Level 3 (Peer Review), and an SNT-TC-1A Level II in MT with over 35 years of experience in the fabrication industry. He successfully completed the KTA three-day Basic Coatings Inspection Training Course and KTA internal training in the performance of galvanizing observations based on ASTM and AGI guidelines. Prior to this assignment, he provided in-shop inspection services during the fabrication of steel bridge girders and also provided field inspection services during the erection of the fabricated girders on Florida Department of Transportation projects for KTA.

Jim Kretzler is a Steel & Concrete Group Project Manager for KTA. He is a Certified Welding Inspector and ASNT Certified Level III in the disciplines of Magnetic Particle Testing (MT) and Penetrant Testing (PT). Mr. Kretzler also holds Level II certifications in Ultrasonic Testing (UT) and Radiographic Testing (RT). Mr. Kretzler comes to us with nearly 20 years of experience in the steel industry including fabrication, inspection in both QC and QA, non-destructive testing, and QA management for bridge and highway, building and nuclear. In his current position, Mr. Kretzler’s responsibilities include contract management, client management and inspector management for a number of state departments of transportation, engineering firms and private clients. Mr. Kretzler is responsible for fabrication shop supervisory visits for the Pennsylvania Department of Transportation. Mr. Kretzler joins the other KTA project managers in business development and providing client satisfaction. Mr. Kretzler has successfully completed various industry training including ASNT Level III for MT and PT; Level II training for MT, PT, UT and RT; KTA Level I Coatings.
